One ViP , One Hell Fight - Who win ? ViP

I'm looking for some recommendations for link building, primarily article submissions. The guy that used to do this for my site has gone off the radar and hence I need to find a new supplier.
I would like a manual services that submits only to good articles directories - not the rubbish ones - and done so over times rather than all in one go.
Can anyone recommend such a service?
